Project Overview

1. Description of Our Community

Bali is nearby to the Tamsui River. There are many famous spots in Bali such as Formosa Fun Coast, LiaoTianDing Temple, Left-Bank and the Port of Taipei. The Port of Taipei locates at northen area of Taiwan. Also, it locates in southwest bound of the Tamshui River, close to the water area of Bali and Linkou. It faces to the Taiwan Strait and takes Guan-Yin Mountain as its natural cover. It is approximatly 40 NM to the Keelung Port in East , 87 NM to Taichun Port in South and 134 NM to the Fuzhou Port of the mainland China in West. It is suitable to build the large scale of port facilities for the direct cruise between Taiwan and China mainland. The outward connecting road system includes 3 Express Way: No.61, No15, and No.64. It only takes 15 minutes to Wugu industrial park. Bali becomes a intersection of land and sea transportaion.

2. Summary of Our Project

Since January 2009, the No. 64 Expressway was opened to traffic; it just has taken 30 minutes by car from the urban Taipei to Taipei Port. The Port of Taipei is going to take the place of Keelung Harbor and become the largest national harbor in Taiwan for next century. In the process of constructing this huge harbor, will it bring conflicts to local inhabitants? Through children’s points of view, let us know this big, trans century construction.

4. Problems We Had To Overcome

During the process of interviewing, the inhabitants living in Bali refused to be interviewed because of distrust and trouble. Therefore, we asked people who are familiar with our involved students and teachers. Besides, we told our interviewees our main purpose and that we will keep their privacies. As result, we had 8 interviewees.

6. How did your activities and research for this CyberFair Project support standards, required coursework and curriculum standards?

Our Cyberfair project address on the Grade 1-9 Curriculum Guidelines of Taiwan. First, in the socail studies domain. Students have to realize and understand the living environments and some important constructions of Bali. Therefore, the objectives are emphasized on the concept of practicing, experiencing, intergrading and developing. Moreover, let students self-exam, stretch their learning experiences and self-study. Then, in the science domain, we know the construction is related closely to the surrounding environment, especially to the natural one. It's really important to find out a best way to do not destroy our nature as we make the constructions. Last, in the integrative activities domain, students may learn to how to communicate with people ,express their own ideas, record and analyze the speech content, and discover the main point in the dialogue. Additionaly, in the School-based Curriculum Guidline, there are three main topics: respect, concern and creativeness. First, in the process of construction of Taipei Port, although there are different standpoints from local , government and industry, they respected to and negotiated with each other. Finally, they had common consensus. Second, through the interview, by knowing what kinds of help inhabitants get from Taipei Port, and how the Taipei Port give consideration to develop and keep our ecosystem, students learn to concern their living environment and get much more familiar with the history of the construction. Finally, for completing the project, we visited many latest machines and tools of transporting, such as the airtight storage factory, and saw the land-filled processing. Through that, we want to give our students more opportunities to get close to the latest technology. Moreover, to arouse their creativeness.

Project Elements

1) What information tools & technologies did you used to complete your CyberFair project?

1.Internet and hard disc are the most useful medium throughout our project. We searched the information of Taipei Port from all communities. We exchanged information and our point of views on our hard disc.

2. We used audio recorders and digital cameras to record our interviews for editing.

3. We used telephones to connect our interviews such as the mayor of Bali township.

4. We used the following software: Windows XP, PhotoImpact?Office?Word?Cuteftp?Frontpage?WebHD.

2) In what ways did you act as "ambassadors" and spokespersons for your CyberFair project both on-line and in person.

Before interviewing, teachers connected by phone to local personages like the mayor of Bali township and the secretary of Taipei port. Then, we leades students to visit Taipei Port ,let them listen to the presentation, and visit the port. Students loves and feel impressed those large cargo ships and amazing facilities like gantry cranes, storages and containers. During the interview, we interview local inhabitants in two places. To know the relationship between the construction of the industry and Taipei port, we interview the place nearby the port such as the Taipei port police office branch and surrounding vendors. On the other side, to perceive the effects and changes after the construction, we ask inhabitants and real estate sellers nearing our school.

3) What has been the impact of your project on your community?

According to the interview of local personages, such as mayor and the factory director of Bali Incineration, we realize there were many protestations and conflicts happened. That's why and how the Port of Taipei emphasizes on low-pollution industry. To inhabitants in our community, they gain more job opportunities and think Bali is more prosperous than before. However, some of them have different opinion. They feel worry about the pollutions caused by the construction. According to this project, help inhabitants realize the advantages and disadvantages. Along with visiting Taipei Port and interviewing the secretary, we not only perceive its operation and development, but clearly understand how inhabitants and Taipei Port coordinated.

4) How did your project involve other members of your community as helpers and volunteers?

Our helpers: Mayor of Bali Township Secretary of Port of Taipei Branch Bureau, Keelung Harbor Bureau Manager of YungChing Real Estate Agency Fire Station and Police Office and Inhabitants, such as Grocery Store, Salon owner, Canoe Shop...etc. The helps they gave to us: 1.The mayor mentions lots of history about the construction of Taipei Port. Moreover, he gives us many points of view as a spokesman of the government. 2.The secretary presents a general picture of Taipei Port for us. He allows us to visit the port area and gives us a very clear instruction. Because of his help, we are so impressed and more familiar with our project. 3.The manager analyzes in detail about the selling condition of lands and houses in Bali. What he mentions really help us a lot. 4.The Sergeants of fire station and police office: Not only because of their sincerity, but also their clear awareness of Taipei port let us get more familiar with the surrounding of the port. 5. From inhabitants opinions, we comprehend their expectations to Taipei Port no matter they are pro and against.

5) Discoveries, Lessons and Surprises (Optional)

Our visit shows that there was some troubles in the process of Taipei Port building. The achievement of Taipei Port is attributed to the agreement between the firm and residents , although it has been through lots of protestation. There are many high-tech facilities in the port, for example, the portal and gantry crane, and the airtight storehouse. Because of those facilities and the Taipei Port building, it decreases the possibility of pollution also promotes work efficiency. The benefit is that inhabitants will have more Employment Opportunities.
